Near the Line of Contact: How the Izyum Forestry Division of SE “Forests of Ukraine” Operates

Short: In the Kharkiv region, three forestry enterprises have been merged into the Izyum Forestry Division, which aims to ensure centralized forest restoration after occupation, destruction, and financial challenges.

In March 2024, a significant reform of the forestry sector in the Kharkiv region took place: three former state forestry enterprises — Vovchansk, Kupiansk, and Izyum — were merged into a single Izyum Forestry Division under the branch «Slobozhanskyi Forest Office» of the State Enterprise «Forests of Ukraine». This decision enables centralized management amidst postwar challenges resulting from the Russian occupation of the region in 2022.

The forestry enterprises were under the control of Russian forces for over six months, leading to significant destruction of infrastructure, theft of property, and disruption of operational organization. At the time of the merger, nearly 90% of forest territories — over 140,000 hectares — remained mined. Administrative buildings and equipment were either damaged or completely destroyed, significantly complicating the process of restoring economic activity.

In addition to physical destruction, the enterprises faced numerous financial and legal issues. Substantial debts, frozen accounts, and the lack of proper conditions for conducting operations severely limit the possibilities for a swift recovery from the crisis. Over 130 criminal cases have been opened regarding abuses and crimes documented during the occupation and after liberation. This situation demands a comprehensive approach to investigating the causes of losses and identifying those responsible, which further delays the restoration of normal operations at the forestry division.

Proximity to the line of combat creates additional difficulties. The constant threat of shelling and danger to workers restrict demining and restoration efforts in the forests. Specialists are forced to operate under extremely limited conditions, adhering to heightened safety measures. Until the territories are fully cleared of explosive objects, full utilization and care of forest areas remain impossible.

Despite all challenges, the newly established Izyum Forestry Division is gradually resuming activities: the initial stages of demining have been initiated, an inventory of surviving property has been organized, and negotiations are underway with state and private entities for financial support. The branch administration is seeking opportunities to attract grants, optimize expenses, and resolve debt issues. The primary goal remains not only to restore pre-war levels of operation but also to create a sustainable model of functioning under the difficult conditions of a frontline region.
