From July 1, 2025, new rules regulating forest logging have come into effect in Ukraine. This decision by the Cabinet of Ministers of Ukraine aims to increase transparency and control over forest management and, consequently, the environmental situation in the country. The main change is the introduction of mandatory commission inspections of areas prior to logging.
The new rules involve the creation of special commissions composed of independent experts who must inspect the areas planned for logging before work begins. This initiative emerged amid an urgent need to ensure control over the quality of forest management and to establish a new level of transparency in this sector. However, these changes have elicited mixed reactions from the public and environmental organizations.
One of the key elements of the new rules — the introduction of commission inspections of areas before logging. This mechanism is intended to become an important tool in combating illegal logging and holding violators accountable. However, transparency alone is not enough for effective management.
Lawyers and forest management experts warn that, while these inspections aim to enhance transparency and coordination among various authorities, the process may be delayed due to a complex bureaucratic mechanism. This, in turn, could negatively impact the timely execution of work and cause undesirable delays in forest management.
Despite potential challenges, commission inspections can ensure better control over the quality of forest management. This is particularly crucial in conditions where illegal logging poses a significant threat to ecological balance and the sustainability of forest ecosystems.
Environmentalists and activists hope that the new regulations will help curb illegal logging. However, to achieve this goal, it is essential to ensure clear coordination between different agencies and to simplify the processes related to area inspections as much as possible.
The new rules also aim to strike a balance between the industrial use of forests and their protection. To ensure sustainable forest management, economic interests must be taken into account without neglecting the importance of preserving ecological resources.
Thus, the innovations could become an effective tool for increasing transparency in the forestry sector and ensuring the sustainable development of Ukraine's forest management, but only if bureaucratic obstacles are overcome and clear coordination is established among all relevant structures.
