Difficulties with Timber Shipments Create Tension in the Market

Short: Woodworking enterprises in Ukraine are facing unpredictable timber supplies and potential manipulations with volumes, causing concern and requiring state intervention.

Some woodworking enterprises are encountering difficulties in timber shipments from the Capital Forest Office of the State Enterprise "Forests of Ukraine." Issues arise due to the fact that deliveries often occur in a so-called "manual mode." This means that the process does not always comply with auction terms or contractual obligations. Such an approach creates unpredictability throughout the entire supply chain.

Formally, timber shipments are supposed to be carried out after receiving prepayment. However, in practice, some enterprises receive products without obstacles and on time, while others are forced to wait for weeks. This situation causes outrage and is currently leading to disputes in the woodworking market.

Problems with Shipments

There are rumors in the industry about possible verbal instructions to reduce timber shipment volumes in the third quarter in order to increase prices in the fourth. Such information raises concerns among entrepreneurs who are already facing challenges related to unpredictable supplies. If these rumors are confirmed, it could significantly impact pricing policies in the timber market and push some businesses to the brink of survival.

Key market players are awaiting an official stance from the State Agency of Forest Resources of Ukraine, the Ministry of Economy of Ukraine, and the Ministry of Environmental Protection and Natural Resources of Ukraine. These state institutions play a crucial role in shaping and regulating policies in the forestry sector. However, at the moment, there is no clarity on this issue, which only adds to the uncertainty.

The problem is exacerbated by frequent changes in rules and regulations, which create additional obstacles to the normal functioning of businesses. Business owners note that regular changes in legislation and regulatory acts cause additional stress and increase the time needed to implement projects.

Thus, the existing problems require urgent intervention and resolution at the state level. Amid the constantly growing challenges of the global market, the Ukrainian woodworking industry needs stability and predictability, which can only be achieved through transparent and clearly formulated rules of the game. Only in this way can steady growth of the sector be ensured and the competitiveness of Ukrainian products on the international market be maintained.
