SE "Forests of Ukraine" begins implementation of online monitoring of movement of transport with wood

2 października 2023

The state-owned enterprise "Forests of Ukraine" plans to improve the system of electronic wood circulation (EOD) and start a pilot project with GPS monitoring of the movement of cargo and specialized vehicles in forest areas, the head of the enterprise, Yuriy Bolokhovets, said.

"The pilot project will start already this year, and in the future the system will cover all branches of the State Enterprise "Forests of Ukraine". We will be able to track the routes of timber trucks, set mileage, parking places and times, fuel consumption and other parameters," the press service quotes enterprise, his speech during the presentation of the digitalization strategy of the state forestry.

According to Bolokhovets, coordinates of all active storages of harvested wood in forest areas will be entered into the EOD system, for more accurate control over the volumes of harvested products in terms of storage locations. He explained that forest farms often have several export points, but reporting usually only takes place on one warehouse.

In addition, in the process of implementing the EOD system, a system of photofixation of loaded wood on timber trucks will be introduced (now the regulatory framework is being approved, and the necessary technical means are being purchased). During the registration of the consignment note ("TTN-lis"), the cars will be photographed from three angles, and then the files with the photos will be uploaded to the EOD system. This new functionality will allow forest rangers and law enforcement agencies to check timber during download against photos taken at the time of download.

SE "Forests of Ukraine" also intends to improve the system of validation of tags in order to avoid the possibility of illegal use of tags. The information will be automatically transferred to the EOD system, and the responsible employee of the enterprise will not be able to change the data or reuse the tags.

"Digitalization will make it almost impossible to hide any information. It will be extremely difficult to legalize and remove illegal wood from the forest, which will significantly reduce the number of illegal felling. Our fellow foresters from the Baltic countries have already successfully implemented similar control systems," Bolokhovets emphasized .

As previously reported, from June 1, 2023, an experimental project on the electronic issuance of a permit for the special use of forest resources (logging ticket) and a certificate of origin of timber materials in electronic format was launched in Ukraine.

According to Bolokhovets, the introduction of an e-logging ticket will simplify and expand the process of issuing a permit, as well as help to avoid corruption
